Taking into consideration all time zones, what would be the best time to host the draws?

Please remember that Mr Lee has to be in bed by 10pm GMT and has to travel for an hour to get home.

As an American living in the US Central time zone {6 hours behind London}, I think around 7 or 8 pm London time would be best. That gives the members on the US West coast a little time to wake up and be prepared. That would mnake it high noon for the Californians.
